CNY SPCA Veterinary Center Mission
The CNYSPCA Veterinary Center is dedicated to providing compassionate, high-quality, and resource-conscious veterinary care for every animal entrusted to our shelter. As the only animal shelter in the Syracuse area with an on-site veterinarian and veterinary medical and surgical center, we are committed to improving the health, welfare, and adoptability of our animals, ensuring they have the best possible opportunity to find safe, loving, forever homes.
Our Vision
We envision a future in which the CNYSPCA Veterinary Center serves not only the animals within our shelter but also pets throughout our community by expanding access to affordable, high-quality veterinary care. Through low-cost preventive services, spay/neuter programs, and treatment options, we strive to reduce barriers to care, preserve the human-animal bond, prevent unnecessary surrender and euthanasia, and improve the health and well-being of companion animals across Central New York.
Our Vet Center Staff
Dr. Greta Jeitler, Veterinary Medical Director
Dr. Greta Jeitler brings more than 15 years of veterinary experience to her role as Veterinary Medical Director of the CNYSPCA, with a strong background in shelter medicine, high-volume surgery, preventive care, and animal welfare. A graduate of St. George’s University School of Veterinary Medicine, with clinical year rotations at the University of Wisconsin–Madison, Dr. Jeitler has dedicated much of her career to improving the health and well-being of companion animals in both private practice and shelter settings.
At the CNY SPCA, Dr. Jeitler has overseen comprehensive medical care for shelter animals, including examinations, preventive care, diagnosis and treatment of illness, surgical procedures, disease management, medical protocols, and collaboration on animal cruelty cases. Her experience includes performing spay and neuter procedures, managing communicable disease concerns, and developing cost effective systems that help ensure consistent, compassionate care for animals in need.
In addition to her shelter medicine expertise, Dr. Jeitler has served in private practice and as a practice co-owner, gaining broad leadership experience in clinical care, staff training, client education, operations, and practice management. She is a member of the American Veterinary Medical Association and the Association of Shelter Veterinarians, and she has pursued advanced training and certification in veterinary forensics, animal crime scene investigation, and integrative approaches to veterinary care.
Known for her organized, detail-focused approach and her commitment to teamwork, Dr. Jeitler is passionate about advancing animal health, supporting humane care, and strengthening the connection between veterinary medicine and community service.
Dr. Maureen Luschini VMD, DACVECC is a board-certified veterinary emergency and critical care specialist with extensive experience in both clinical medicine and organizational leadership. She has built her career around providing high-level care for critically ill animals while maintaining a deep commitment to advancing animal welfare. As a former owner of a 24-hour veterinary emergency and specialty hospital, she developed strong expertise in hospital operations, team leadership, and clinical decision-making under pressure. Dr. Luschini currently contributes to veterinary education as a visiting lecturer at Cornell University College of Veterinary Medicine. She also serves on Cornell’s Course Design Committee, helping shape modern, problem-based veterinary curricula. Her professional background includes collaboration with law enforcement, providing medical care and documentation in animal cruelty and neglect cases. In addition to her clinical and academic work, she has been actively involved in community initiatives, including organizing school fundraising efforts. Dr. Luschini is passionate about strengthening the human–animal bond and improving access to veterinary care within communities. She brings a strategic mindset that balances compassionate care with efficient, sustainable operations. Through her leadership, clinical expertise, and dedication to education, she continues to make a meaningful impact on animal welfare and the veterinary profession.
